Article I. Membership
All car owners and drivers will be required to be members of the S.M.R.S. Minimum Driver age to compete in the SMRS is 16. Membership fees will be as follows:
Owner -- $3500
Driver -- $35.00
Beginning with the year 2000, all fees will be due by Jan. 1. After the due date, the fees will be raised $10.00 for an owner or driver..

In any case of resignation, termination, or permanent disqualification, there will be no refund of any part of paid dues.
Article II. Liability
The S.M.R.S. was founded for the promotion and improvement of Midget Auto Racing. All members of the S.M.R.S. hereby release the S.M.R.S. and any and all employees, corporate or series sponsors, and anyone else associated with the S.M.R.S. from any and all claims resulting from any injury or death while engaged in any activity involving the S.M.R.S.
Article III. Discipline
Any member of the S.M.R.S. that fails to conduct themselves in a professional manner may be subject to a fine or disqualification.
All owners and drivers will be responsible for the conduct of their pit crew and any guests. Any complaint must be presented within one half hour after the completion of the race.
Any driver found to be drinking alcohol or taking any kind of drugs or stimulants will be disqualified from the nights racing.
Any driver caught for this offense the second time will be barred from the S.M.R.S. until his case is reviewed.
GENERAL RULES
All owners and drivers must conform to all S.M.R.S. rules.
All cars will be assigned a registered number as follows:
Any car registered the previous year may keep the number assigned.
New cars will have their choice of numbers on a first come basis.
Numbers will be displayed on both sides of the tail and on the front of car.
All members and cars should present a neat and clean appearance.
Car Specifications:
Wheelbase ---66" - 76"
All wheels and tires will be of the designed for racing only type.
All cars must have front and rear bumpers and side nerfs.
All cars must have a head net on the right side of the car. Nets on both sides are strongly recommended.
All roll cages must be padded.
All cars must have a padded headrest or a high back seat.
All cars must have at least three wheel brakes in good working order.
All cars must have approved 3" 5 point quick release harness that is not over two years old.
Wings or airfoils of any kind will not be allowed.
No chain drive cars will be allowed. All cars must have a quick change rearend. Unless previously approved, cars must be direct drive. No clutch and transmissions.
All cars must have fuel bladders.
All cars must have a fuel shut-off within easy reach of the driver.
All cars will be limited to the 65" overall width rule.
Beginning with the 2008 season, cars having full containment seats will not be required to have a cage net.
Engine Specifications: Open competition with the following exceptions. No motorcycle engines.

Driver Safety:
Beginning with the 2008 season, an approved head and neck restraint system is highly recommended. The following units have been Snell approved. Hans Device. Hans .com. R3 by LFT Tech. LFTTech.com Hutchins 2 and Hutchins Hybred. Hutchins Device .com and the Leatt Brace. Leatt Brace.com
All drivers must have Snell 95 or better helmet.
All drivers not wearing at least a two layer quilted uniform must wear full nomex underwear.
All drivers must wear nomex gloves, socks, and head hood or helmet skirt.
Arm restraints are required.
A neck support or horse collar is required.
A fuel shutoff valve at the outlet of the fuel cell is requested.
Race Rules:
Heat races will be started straight up by the draw or time, whichever may apply.
The Pole Dash will be started straight up from the heat race finishes. The Pole Dash will set the front rows of the Feature starting straight up. All other cars will start straight up according to heat race finishes. B Feature transfers will fill out the Feature field starting straight up from their B finishing positions.
B features will be started straight up from heat race finishes of cars not qualifying for the feature.
Any car that stops for any reason other than safety after being pushed off for any race, will be restarted at the rear of the field.
Any car involved in an incident that brings out a yellow or red flag will restart on the rear of the field. If it is necessary to take your car to the pit or the designated work area on a yellow, you must have your car back on the track and ready to push off before the yellow is turned off. If there is another yellow on the restart, you may then be started at the rear of the field.
Any driver that stops their car on the race track for any complaint will be black flagged from that race.
Any driver changing cars after the program has started, will start at the rear of the drivers next race.
Starting with 2001 season, the S.M.R.S. will have closed red flags. If your car needs work, it will have to be taken to the pits or the designated work area. If finished in time for the restart, you will be restarted at the rear of the field. Your car must be on the track ready to push off before the red or yellow light is turned off. In case of more than one car being worked on, you will be restarted at the rear in the order you were running at the time of the red. Starting with the 2008 season, one way radios will be required. Most drivers already have the radios and this rule will help on alighnment after a red or yellow. It is the drivers responsibility to make sure his radio is in good working condition. Radios will not be rented at the track.
Beginning in 2008, two people may go to a car under the red. The only work permitted will be adding fuel.
It will be the drivers responsibility to make sure only fuel is added to the car.
Before the restart from a red flag, you will be given your position. If you fail to take your proper starting spot, you will be sent to the rear of the field. Lapped cars will keep their position on the track.
Restart Location:
All restarts, from either red or yellow flags will be off of the number four corner. They will start at the original starting line. As always, when the green comes on the race is on all the way back. We will not use a cone.
Yellow Flag Restarts:
On a yellow flag restart, if you cannot remember where you were, an official will give you an indication. Failure to move your car to this position will result in your going to the rear of the field. We will not spend five or six laps trying to convince anyone as to where they should be lined up.
I will send out any further additions to the rules before the first race.
Any dispute that develops at the race track must be brought to John Stewart or an official employed for that race by the S.M.R.S. Any problem will be handled by the S.M.R.S. ONLY! Any member that approaches a race track official, promoter, or other personnel will face possible disqualification. If the program is complete, they may not be allowed to compete in the next program.
The pole car will set the pace on all race starts. This will be a safe and steady speed for a clean start. Any car getting out of line will be sent to the rear of the field. Single file restarts will be handled the same way. The lead car will set a safe and steady speed for the restart. Any car that is not in single file will be sent to the rear of the field. Single file is to be defined as one car directly behind another. This means not inside or outside of anything. DIRECTLY BEHIND THE CAR IN FRONT OF YOU UNTIL THE RACE STARTS! Any brake checks, or wake up calls to the car in front of you will result in the offending car going to the rear of the field.
Rookie drivers will be started on the rear of their races until they are judged to be capable of taking their scored position.
